Chief Stormy Kelly is a 25 year veteran of Texas law enforcement and is currently the Director of Texas Attorney General Ken Paxton’s Medicaid Fraud Control Unit. She is a Texas Commission on Law Enforcement master peace officer and a certified instructor. Prior to coming to the Attorney General’s office in 2004, Chief Kelly served over 13 years with the Tarrant County Sheriff’s Department in Fort Worth, Texas where she was a patrol officer, an academy instructor, a detective, and supervised the Criminal Investigations Division. While with the Attorney General’s Office, Chief Kelly has served on the Houston Area Healthcare Fraud Task Force with the FBI and HHS-OIG and on the Medicare and Medicaid Healthcare Fraud Strike Force. She has supervised two MFCU units in Houston and is now the Director of the Medicaid Fraud Control Unit for Texas, which is comprised of nearly 200 investigators, auditors, attorneys, and support staff. She has worked both state and federal investigations involving physicians, nurses, counselors, dentists, DME providers, and ambulance companies, to name a few. Chief Kelly served in the United States Navy for seven years and was an air traffic controller in Texas, California, and Atsugi, Japan.
