Ralph Carpenter is Head of the Special Investigations Unit for Aetna Insurance Company. The Special Investigations Unit is responsible for all investigations related to healthcare and disability fraud and abuse. Prior to joining Aetna in 2008, Mr. Carpenter was a Connecticut State Trooper for 25 years, retiring as a Lieutenant Colonel. During his tenure with the State Police he was assigned to the Bureau of Special Investigations, the Organized Crime Unit, Auto Theft and Narcotics Interdiction Units. He was also Commandant of the Connecticut State Police Academy and commanded the Department’s Public Information Office. After retiring from the State Police, he was appointed by the Governor of Connecticut as Commissioner of the Department of Motor Vehicles and the Department of Transportation. He assisted State and Federal Law Enforcement with alleged corruption/fraud investigations into these two State Agencies. Mr. Carpenter has a Bachelor of Science degree in Education and holds a number of certifications related to criminal investigations. He is also a graduate of the F.B.I. Law Enforcement Executive Development Program.
