Mr. Winchell has 30 years of experience in applied fisheries science relating to water resource developments. He has particular expertise in the fields of downstream fish passage, fish entrainment, and turbine mortality, and has extensive experience with instream flow methods and assessing environmental effects on resident and anadromous salmonids, sturgeon, and warmwater fisheries. He has been involved in the FERC NEPA support contract for most of the last 20 years and has served as project manager or aquatic lead in numerous EISs and EAs. Mr. Winchell has been the lead author of several major reviews and managed field and laboratory investigations pertaining to fish entrainment, turbine passage survival, and the design and evaluation of fish screens and behavioral guidance systems.
