Mr. Elenbaas leads Black & Veatch’s Capital Planning & Prioritization service area, focusing on evaluating and prioritizing the business cases of utility capital and operating plan projects. He is a project manager and principal consultant and leads economic and financial analysis, risk management, rate studies, market analysis and asset management studies for energy and water utilities. With over 14 years of experience consulting in the utility industry, he has a deep financial and economic analysis background and specializes in long term strategic planning and risk management for the energy and water industries. His experience has included leading risk and economic analysis engagements for several multi-billion dollar capital projects and large utility capital investment plans.
