Mike Osinski has served as Director of the State Partnerships Staff in the EPA Office of the Administrator since 2004, where he has provided national program management for the National Environmental Performance Partnership System, the cornerstone of EPA’s working relationship with the states and many tribes. Mike and his staff work with EPA and state leaders in the areas of joint priority setting, funding flexibility, reporting and oversight, performance measurement for grant programs, and other cross-cutting initiatives to improve state-EPA planning and operations. His efforts also focus on advancing the use of Performance Partnership Grants, a key tool for blending the Agency’s numerous program grants to states and tribes into a single grant instrument to strategically deploy resources and support flexible approaches for achieving results. In addition, Mike’s office develops multiyear strategic plans and annual action plans to guide EPA collaborations with state and local governments, tribes, and the international community. Prior EPA positions include developing regulatory programs to implement the Safe Drinking Water Act and managing the assessment and cleanup of hazardous waste “Superfund” sites. He began his career with EPA as a Presidential Management Fellow. Prior to entering public service, Mike worked in the private sector as an environmental laboratory manager and holds a Bachelor’s degree in Chemistry from Florida State University and Masters’ degrees in Public Administration and Environmental Science from Indiana University.
