Renee Cooper has nearly 20 years of experience in grant program management as a grantee and grant-maker. During this time, Ms. Cooper has been a founding team member for some of the federal government’s most exciting and high-profile new programs – from state-of-the-art criminal justice programs following the 1996 Crime Act, to the nation’s first homeland security grant program, to the Department of Transportation’s recent, groundbreaking High-Speed and Intercity Passenger Rail Program – one of the country’s largest discretionary infrastructure programs. As both a private-sector consultant and federal/state employee, Ms. Cooper has designed grant programs, created cradle to grave grant management procedures, consulted on organizational design strategies for grant-making agencies, implemented grant evaluation programs; and developed strategic communication plans to enhance stakeholder engagement.
