Michael Longley has over 12 years of experience in the Federal grants management arena as both a management consultant and a Federal grants manager. During this time, Mr. Longley facilitated the launch of a new rail/mass transit division along with the nation’s first transit-focused homeland security grant program within the Department of Homeland Security (DHS), implemented risk and allocation models for five of DHS’s risk-based grant programs, served as a key contributor to the creation of a grants management office within the Department of Transportation’s Federal Railroad Administration (FRA), and leads a team in the administration of over $1.7 billion in planning, design, and construction grants under FRA’s High-Speed and Intercity Passenger Rail Program and other infrastructure improvement programs. Throughout his career, Mr. Longley has shaped grant management practices for numerous organizations and continues to drive successful project delivery through sound and effective grants management.
