Bob is an eighteen-year veteran in implementing public-privatization partnerships (P3) and privatization projects. For fourteen years, he was the Deputy Director (Privatization) of the Facilities Energy and Privatization Directorate within the Office of the Deputy Under Secretary of Defense for Installations and Environment. He has been involved in the privatization of installation functions since 1995 when he joined the DOD Housing Revitalization Support Office. During that time he was deeply engaged in privatizing both military housing and utility systems. Bob has been involved in all aspects of the P3 and privatization process, including concept development, contract solicitation, deal structuring, portfolio management, budget scoring, Congressional reporting, and financial analysis. He developed the long-term policy and guidance as well as the program evaluation framework for DOD's housing privatization, utilities privatization, and competitive sourcing programs. Bob is a member of the Federal Accounting Standards Advisory Board (FASAB) task force on public-private partnerships and the ABA Committee on Privatization and Government Contracting. Bob is currently a Doctoral Candidate in Public Administration at the University of Baltimore where he is writing his dissertation on decision-making in public-private partnerships. He holds a Juris Doctor from the National Law Center at the George Washington University. He holds a Masters Degree in International Policy and Economics from the Monterey Institute of International Studies and Bachelor Degrees in Political Science and French from California State University at Long Beach. He is a member of both the Maryland and Washington, D.C. Bars.
