Earl C. Wacker Vice President – Railroads Market Sector Leader – Freight Rail AECOM Earl Wacker is responsible for AECOM’s railroad work within the Americas, and is located in Chicago, IL. AECOM works for all seven of the US Class I railroads and many other smaller railroads. Our service offerings include planning, design, environmental studies, operational studies, program management, construction and construction management. Mr. Wacker began his career on the Baltimore & Ohio Chicago Terminal Railroad in 1971. He has worked in every aspect of railroading, including operations, service planning, intermodal, administration and service design for the B&O, Chessie System, and CSX Transportation in his 37 year career. In 2003, Mr. Wacker was appointed Director of the Chicago Transportation Coordination Office (CTCO) with responsibilities for the fluid operation of the entire Chicago Terminal railroad operation consisting of 1250 daily passenger and freight trains, and was the Program Manager for the $4.4 Billion CREATE Program. The CREATE Program is a first of its kind Public Private Partnership between the US Freight Railroads, Illinois and Chicago DOT’s and the US Department of Transportation. The goal of CREATE is to improve fluidity and safety in the Chicago terminal, the busiest railroad hub in the US. Mr. Wacker retired from CSX in October, 2008 and accepted his current position with AECOM. Mr. Wacker is past president of the American Association of Railroad Superintendents, a member of the American Railway Engineering and Maintenance Association (AREMA), Association of American Railroads, American Public Transportation Association, Chicago Metropolitan Agency for Planning Freight Committee, Northwest Indiana Intermodal Task Force, Northern Indiana Rail Summit, South Suburban (Chicago) Freight Planning Committee and the Union League Club of Chicago Transportation Committee.
