Mr. Roman is an Associate Professor with the College of Business and Public Administration at California State University San Bernardino. He is the Director of the Research Institute for Public Management and Governance and the Coordinator for the Management Certificate in Public Procurement. He is also the Editor of the Journal of Public Procurement and the Managing Editor of the International Journal of Organization Theory and Behavior.
