California’s SB 1383: Effects of Changes in Organic Waste Disposal (Room Exhibit Hall Booth 501)

How will California’s Senate Bill 1383 affect future organic waste disposal rates and methane generation from the state’s active landfills? SB1383 targets a 50 percent reduction in organic waste disposal from 2014 levels by 2020 and a 75 percent reduction by 2025. This state-level evaluation provides a forecast of organic waste disposal rates, California’s changing waste management facility requirements, and the effects on landfill methane generation, recovery, and emissions. California’s waste data was compiled to develop statewide organic waste disposal forecasts under current and accelerated diversion assumptions Due to the uncertainty that the ambitious organic waste diversion targets will be reached on schedule, this analysis considered one scenario that achieves compliance with SB1383 targets on schedule, and one scenario which assumes a 10-year delay in achieving compliance. LFG models applying the statewide organic waste disposal forecasts will show the extent that methane generation, recovery, and emissions are reduced by implementing SB1383.
