BOEM has conducted seven competitive auctions for US offshore wind leases between July 2013 and March 2017. Over the nearly four years; thirty-five companies have qualified for auctions, sixteen firms have participated in one or more auctions, and only seven companies currently hold development rights in the US market for offshore wind (not including transmission partners). A reflection on what transpired will provide insights into what can be expected in the upcoming auctions off the coast of Massachusetts and New York. For example, will the winning bid price in the next Massachusetts auction be closer to the $0.90 per acre that Vineyard Wind paid BOEM in 2015 or the $535.22 per acre that Empire Wind paid in 2016? Based on BOEM’s processes for the first seven auctions, how long might it take BOEM to conduct the auction for new lease areas in New York Bight now that the Call for Information and Nominations are scheduled to close on July 30, 2018?
