Compared with onshore wind facilities, offshore wind facilities need to engage with a whole new set of stakeholders related to potential impacts on water quality, aquatic life, shoreline property owners and marine safety. This presents a unique challenge for developers, as the stakeholder and permitting organizations surrounding proposed projects are unfamiliar with potential impacts or monitoring methods. This session will lay out the multi-year approach utilized by the Icebreaker Windpower team to navigate the local, state, and federal monitoring and permit requirements for their proposed project on Lake Erie. It will include a review of the initial agency monitoring requirements, the process to prioritize agency needs to streamline monitoring, and the sequence of reporting and review that lead to agreements that allowed permitting to continue.
