In 2013 Japan made offshore wind headlines by installation two floating wind turbines and the world’s first floating substation as phase 1 of the Fukushima Forward and Goto Kabashima demonstration projects. Phase 2 followed in 2015 and 2016. Another floating wind turbine will be installed in Fall 2018 off Kita Kyushu. A 20MW floating spar pilot wind farm will start construction in 2018 as well. A special installation vessel ‘Float Raiser’ for the installation of floating substructures was launched in April 2018. Japan has become quite a floating substructure powerhouse. However, with regards to offshore wind zones, transmission development, permitting process and stakeholder engagement, the Japanese market still as to catch up with other countries. The Japanese government is now starting to focus on these important aspects. The draft offshore wind zone law as submitted in March 2018 is an important step towards establishing a nationwide leasing. permitting and tender process system.
