One of the key areas of uncertainty and risk in the US Offshore Wind business is obtaining the federal approval for the design of a project through the Facility Design Report and Fabrication and Installation Report required by 30CFR585. This is a key milestone because a project cannot commence fabrication of any facilities until this is complete. This presentation will describe the existing regulatory framework (and lack thereof), the process for development and approval of a codes and standards hierarchy, review existing BOEM guidelines, and provide a high level overview of what is required in an FDR and FIR, as well as review areas of uncertainty. The role of the CVA, wind turbine OEM, and the WTG type certificate will also be discussed.
