Debate Room: Is the U.S. Constitution Prescriptive or Proscriptive?

Should the Constitution be read as granting the federal government all powers except what's banned by the Bill of Rights and other limitations, or should it be interpreted to say that the federal government has no authority except what's explicitly granted? Is our current system consistent with either philosophy? How would you describe the opposing legal arguments to a high school student?
