In order to succeed, EMS Operations require a reliable and universal means of conducting operational command and control of the Spectrum aspects of combat systems. That “EMS C2”, referred to as Electromagnetic Battle Management, is the critical feature of Allied EMS capability superiority is required for forces to demonstrate EMS Control. More than just the Joint Restricted Frequency List, it is key to networked, distributed and lethal EMS Operations.
