Over the past 30 years, Indian Gaming has been one of the most important vehicles for tribal self-determination and economic progress. This panel will explore the legal and policy issues impacting IGRA, including the future of fee-to-trust; lands eligible for gaming; the evolving relationship between states and tribal governments under compacts; and the trajectory of Indian gaming. With an eye toward the future, the legal challenges tribes will face concerning lands eligible for gaming, their relationships with states, and attacks on their sovereign immunity will be explored.
