In accordance with 180.416,(d), (4) of CFR49, the operator of a cargo tank must check the internal self-closing stop valve in the liquid discharge opening for leakage at least once during each calendar month that the cargo tank is in service. A "creep test" on cargo tanks equipped with a meter is an acceptable test to meet the code. This presentation reviews procedures that can be used to perform an effective meter creep test and details the requirements needed to achieve a successful test, as well as discusses the documentation for reporting.
