Eagle permits continue to be a source of frustration and uncertainty for wind project development. A year into a “new” permitting structure, and developers are still struggling to navigate the process and understand the implications for project development. This panel will offer discussion on the implementation of the 2016 Eagle Rule and efforts to define a path to “low(er) risk permits that can be secured at a cost and timeframe that is more in line with relative impacts. The panel will also address other parts of the 2016 Eagle Rule, including the Bayesian collision risk model, mitigation options and post-construction monitoring.
