Preparing a Capability Development Plan: The Maryland National Capital Region Experience (Room Chesapeake DEF)

Dwight D. Eisenhower said, “In preparing for battle, I have always found that plans are useless, but planning is indispensable.”. Today's fire-based EMS environment demands that supervisors, managers, and leaders plan for all-hazards incidents. Events dictate that systems provide resources for active violent incidents, community health programs and to maintain agility to meet local needs. Leaders require an efficient planning process that identifies vulnerabilities, delivers a step-by-step path to make a change, and the metrics to demonstrate results. In this 90-minute super session, you will gain knowledge to use documents, policies and practices to identify and formulate a needs assessment statement. Learning and understanding key terms, you will develop a clear sense of how to build a capability using tasks, activities, and benchmarks. And, combining the gap analysis and capability terms together, you will be able to  apply them into the Capability Development Planning process.
