In 2015, Dallas Area Rapid Transit (DART) was challenged with having healthcare expenditures on an unsustainable course. It needed to make a change that would improve quality and lower costs. Cheryl Orr and Jack Tartaro will discuss how DART — which has 3,200 plan members — reached its decision to move to a two-pronged strategy: a direct contract with a local Accountable Care Organization and Reference Based Reimbursement. They will also detail how DART approached plan design, vendor selection and benefits communication to ensure the initiative’s success.
