As the nascent National Background Investigations Bureau (NBIB) approaches its one-year anniversary, as well as DOD-mandated insider threat programs at many cleared government contractors, this panel will assess the status of security reform, highlighting where progress has been made as well as remaining challenges. In particular, the panel will discuss how the adoption of technologies can make the security clearance system more efficient for government and contractors while enabling improvements in the ability to detect insider threats and prevent the loss of sensitive intelligence.
