An Unclassified Global Cyber Threat Assessment (Room Salon I)

Under the leadership of two successive Directors of National Intelligence, the IC began and today continues a national dialogue to raise awareness of “bad actors” use of cyberspace to commit crime, conduct espionage, and cripple critical infrastructure. In the 2015 DNI Worldwide Threat Assessment, it not only lays out top foreign cyber threats and their impacts, it also raises the issue of needing to explore prospects for deterring malicious cyber activity in consort with our global partners. In this session thought leaders who are or were “on cyber point” for the DNI the Secretary of Defense, and CERT’s of our Allies will discuss in an unclassified forum the core assertions in the 2015 Assessment and how we can put a framework in place to both deter and defend adversarial actors in cyberspace.  

Focus Questions:

How have cyber bad actors and threat vectors evolved over the past two years?  

Is cyber a means these actors use to pursue other means, or are we seeing new end evolving?  

Have cyber-related policies kept pace with evolutions in the actors and threat vectors and if not, how must they change to ensure we keep up?

Is it time for to develop a framework for cyber deterrence globally?
