Managing the Intelligence Mission- A Public-Private Sector Dialogue (Room 103A)

A strong IC-Industry partnership is the best hedge against the dual challenges of increasing national security threats and declining intelligence budgets.  The IC and Industry are responding to these challenges separately, and often without the joint discussion that should inform the decisions of each.  In this session panelists from government and industry will explore areas where improved IC-Industry partnership could both increase mission effectiveness and control costs, with the particular emphasis on how Industry can help the IC and how the IC can improve its approach to acquiring goods and services to get the best from its industry partners.  

Focus Questions:

Is there any discussion within the IC on increasing or decreasing the quantity and capability of industry personnel as a portion of the IC total workforce, or modifying contracting approaches to emphasize the delivery of mission outcomes over labor hours?

The agencies’ unique security processes add both cost and time to contract staffing.   What can be done to improve the reciprocity process, which now averages over 30 days for a person already cleared with one IC organization to be cleared by another IC organization?

How are individual agencies’ contracting initiatives being modified given the implementation of IC-ITE services?
