This paper will explore how maintenance costs have risen and lowered over the years at the ArcelorMittal Cleveland Works. The 1993–2015 maintenance performance numbers have more to do with culture than maintenance best practices, programs, or equipment reliability processes. Culture answers the quation of vanishing and reappearing costs. The short history of maintenance costs at Cleveland Works can tell a story of how culture, mindset, human behavior, employee engagement and ownership, management, and key cost drivers complement each other to drive the costs of maintenance.
