Turning Mandates into Meaningful Change: Using FABI to Meet OSEP FBA Guidance (Room 202 second floor)

In November 2024, the Office of Special Education and Rehabilitative Services (OSERS) issued guidance on Functional Behavioral Assessments (FBAs) that is critical for districts striving to create supportive learning environments. As OSERS (2024) stated, an intent for FBAs should be used more frequently to understand behaviors that may interfere with learning to inform the selection and implementation of appropriate instructional strategies or interventions to change these behaviors. In this session, we will share key information from the OSERS guidance and open-access resources for use in preparing educators to meet the requirements of the guidance. Specifically, we share a set of open access resources, the Comprehensive, Integrated Three-tiered (Ci3T) model of prevention Functional Assessment-Based Intervention (FABI) modules, that can be used by districts to improve FBA (and functional-based Behavior Intervention Plans) practices and increase compliance. Participants will learn about an approach for implementing Functional Assessment-based Interventions (FABI; Umbreit et al., 2024), a feasible approach to equip educators with the knowledge and skills needed to conduct high-quality FBAs, develop effective behavior intervention plans, and meet legal requirements.
