Efficient and sustainable waste and recycling collection services are a challenge in rural counties with large unincorporated areas. Many rural counties struggle with balancing regulatory compliance and environmental stewardship with affordable and efficient collection services. Madera County, at the geographic center of California, is one of those rural counties faced with such challenges. In 2014, the County amended its solid waste ordinance to require collection services in the 14 high density areas within the County.
