What will be the impact of Brexit on emissions/renewable energy policy in the U.K. and the EU? With the U.K. leaving the EU there is an opportunity to re-think renewable policy from a top-down "federal" approach to a bottom-up approach. Does an EU wide emission / renewable policy really achieve effective and efficient emission objectives or does it just mask the ineffectiveness and inefficiencies of those countries that perform poorly? The paper will examine the historical performance of renewable energy policy in the EU and select EU member countries, including the U.K. Next we will examine the likely impact of Brexit on renewable energy policy in these countries and the EU as a whole. Next, the paper will review renewable energy / emissions policies in the US and Asia for examples of alternative approaches and their potential application in the EU and U.K., post Brexit. Lastly, what is the best approach for a post Brexit EU energy policy dynamic?
